Services that Compass Facility Management is to provide the city in its civic center project:
Determine project parameters with city officials.
1. Meet with mayor and city officials to:
Establish a project timeline.
Establish a communication process between the city and consultant.
Take input and direction from the city.
2. Conduct meetings with potential building users to gather input on design needs and use projections:
Meet as needed to gain input.
Compile and analyze input.
Submit report to city for comment and feedback.
3. Help determine consensus on what the facilities will be.
Send out a request for proposals (RFP) that targets private developers, tenants, building operators or investors.
1. Enlist architectural firm to create conceptual site plan and floor plan schematics and exterior renderings for the RFP.
2. Develop the RFP document, subject to city approval, identifying options for involvement in the project.
3. Conduct pre-RFP qualification process to identify those who probably will respond.
4. Send out RFP widely, using the city's process.
5. Conduct pre-bid meeting for those interested in responding to the RFP.
6. Accept proposals, analyze them and make recommendations to the city.
Negotiate contracts with developers, tenants and/or investors.
1. Develop commitments from developers, tenants or investors.
2. Work with city to execute contracts that develop the project with sufficient funding and start the design phase.
