Strip mine to become landfill

LISBON -- A strip mine behind the Forest Lanes bowling alley on U.S. Route 30 will soon become a landfill for construction debris.
Columbiana County Health Department board member Bob Durbin said the owners of R & amp;S Recycling, Inc., a New York based recycling company, have met all the legal requirements to operate a landfill on the 60-acre Hanover Township property.
Durbin said the health board approved the recycling company's permit Thursday with conditions.
The company must test all residential water supplies within 1,500 feet of the site, and must also install monitoring wells in the upper and lower aquifers of the landfill, Durbin said.
Durbin said residents may refuse to allow the testing of their water supplies, but health officials believe it is in the residents' best interest to allow the testing.
Durbin noted that while the company owners are from out of state, the site manager is a Hanover Township man.
