A police chief wasn't surprised by the decision.

WARREN -- The Trumbull County grand jury has declined to indict a 34-year Warren man on a murder charge and a 48-year-old Sharpsville, Pa., man on a count of aggravated vehicular homicide.
The one-page report released Thursday said the grand jury voted against indicting Daryl L. Henderson and Edward Rimko.
Henderson was arrested Nov. 8 in the killing of Bobby Hughley III, 24, of Warren.
Hughley was shot several times around 11 p.m. Nov. 7 at the American Legion on Bane Street in Warren Township and died shortly after in a local hospital, said Lt. Don Bishop.
Henderson, who was being held without bond, was allowed to leave the county jail Thursday.
"I'm not surprised by the grand jury decision," said Warren Township Police Chief Tom Rush. "There was a security videotape that showed the entire incident, and I'm sure the grand jury probably saw it. The grand jury saw the evidence and issued their decision."
Rush declined to say what was on the videotape, except to note that Henderson and Hughley were fighting before the shooting.
Prosecutor Dennis Watkins could not be reached.
Pedestrian's death
Rimko was accused of driving the car that hit and killed Sue Combine, 25, of Hubbard, on Nov. 15. Rimko has been free on a $25,000 bond.
Combine was killed when she and Jeffrey Culp, 26, of Greenville, Pa., were walking across U.S. Route 62 at Broadway Avenue in Brookfield around 8:30 p.m. Culp was hospitalized for two days in Farrell.
According to Ohio State Highway Patrol reports, Rimko's car struck both pedestrians, and two other vehicles may have struck Combine after the initial impact.
