YOUNGSTOWN COUNCIL B & amp;O proposal, merger fail to make agenda

The city is considering allowing a communications tower to be built at Stambaugh golf course.
YOUNGSTOWN -- Wednesday's city council meeting was most notable for what wasn't on the agenda.
Before the meeting, the finance committee declined to put four late items on council's agenda, including a proposal to lease the B & amp;O Station.
Members said they would schedule a committee meeting next week to hear details of the proposal. Committee members said they wanted to hear more but there wasn't time Wednesday.
The proposal is to establish a brew pub where beer-making, not the restaurant, would be the main feature.
Another late piece that the committee declined to put on the agenda is a one-year, $625,000, no-interest loan for Allegra Print and Imaging of Youngstown to acquire Postal Mail Sort Inc. The merger would add up to 20 new jobs over three years.
What was handled: Council did handle these items:
UApproved 10-year, 75-percent tax abatements for three companies. Exal Corp. will invest $12.6 million, Industrial Waste Control 43.65 million and Coronado Steel $100,000.
UAccepted a $600,000 state grant to build a bridge from Division Street into the Ohio Works Industrial Park.
UAuthorized the board of control to contract with the lowest and best bidder for the 2001 citywide sidewalk replacement program.
UAuthorized the board of control to accept a $145,688 federal grant to continue the juvenile diversion program in the police department.
UAuthorized the board of control to waive permit fees for the renovation of the former Nanicola building at 3660 Shirley Road. Organizacion Civica y Cultural Hispana Americana, the city's primary Hispanic social service organization, will use the building.
UAuthorized the park and recreation commission to lease property at Stambaugh Golf Course to Sprintcom for a communications tower.
UApproved a three-year contract with International Association of Fire Fighters Local 312 that includes a 4-percent annual pay raise plus 30 cents more per hour.
UAuthorized the police department to apply for and accept a Drug Abuse Resistance Education grant for the 2001-02 school year.
