TWENTIES DECOR: Artist Mike Wigal of Parkersburg, W.Va., airbrushes the final touches on a larger-than-life mural in the new Uptown Speakeasy, part of an expansion project at Mountaineer Race Track and Gaming Resort in Chester, W.Va. The grand opening for the expanded casino, including 595 new video slots recently approved by the West Virginia Lottery Commission, is this weekend.
