Lisbon trooper receives promotion



LISBON -- Randall L. Skaggs, of the Ohio State Highway Patrol's Lisbon post, was promoted to lieutenant by Col. Kenneth L. Morckel, patrol superintendent.
Lt. Skaggs will serve as commander of the Chardon post.
Skaggs entered the Patrol Academy in October 1985. He received his commission the following March and was assigned to the Hiram post, where he was awarded a certificate of recognition in February 1990.
In 1987, he earned the ACE award for excellence in auto larceny enforcement, and the Robert M. Chairamonte Humanitarian award. He also received the Ohio Department of Highway Safety award in 1991.
In February 1992, Skaggs transferred to the Canfield post, where he was named Trooper of the Year in 1993. He was promoted to sergeant in September 1994 and became assistant post commander at Lisbon.
Skaggs graduated from Champion High School in 1980. He resides in Canfield with his wife, Nancy, and their two children, Zachary, 14, and Rachel, 11.
