A new booklet from Financial Assistance Network in Washington explains "How To Get Government Help To Pay Your Energy Bills." Edmund Billings, a researcher at Financial Assistance Network, says the federal government budgeted more than $1.8 billion to help people struggling to pay their energy bills.
