4 Youngstown police officers promoted

YOUNGSTOWN — The police department promoted four officers Tuesday in a ceremony in city council chambers.

Promoted from lieutenant to captain was Jason Simon, who has been on the department since Nov. 17, 2000.

Promoted from detective sergeant to lieutenant was Frank Rutherford, one of the department’s canine officers. He has been an officer since Aug. 25, 2000.

Promoted from patrolman to detective sergeant were Curt Hileman and Ronald Barber. Hileman has been on the force since June 15, 2001, and Barber has been on the force since Dec. 29, 1997.
