North Phelps, Lincoln closing Monday for utility work

YOUNGSTOWN

The city of Youngstown will be closing North Phelps Street between Federal and Commerce streets beginning Monday for two days for underground utility work.

In addition, beginning Monday Lincoln Avenue between Wick Avenue and Hazel Street will be closed for installation of a sanitary sewer for three weeks.
