The Lawrence County Salary board took care of several items last week. TUES.The salary board consists of the three county commissioners, the county controller and the elected official whose department is affected. What the board did:
Approved a 50-cent-per-hour raise for all members of the American Federation of State, County and Municipal Employees union as stated in the current contract.
Gave all full-time nonunion, management, 911 and security personnel, solicitors and attorneys a 4.1 percent cost-of-living increase for 2006.
Gave all elected officials a 3.646 percent cost-of-living increase based on the regional consumer index and set by resolution.
Voted 3-2 to create a clerk typist II position for the county prothonotary's office. The salary is $20,924.
Increased the annual salary for the county children and youth services director to $47,600 from $43,911. A proposal to increase salaries for two county caseworker managers from $38,683 to $42,000 each was defeated by a 2-2 vote.
Increased the salary of an administrative assistant in the county commissioners' office from $22,528 per year to $24,000. Commissioner Ed Fosnaught said the increase was meant to tell the employee that she was doing a nice job.
Eliminated an administrative assistant position at a $24,115 annual salary and created an office manager position at $28,107 per year in the commissioners' office.
Eliminated two part-time deputy positions and created one full-time deputy with an annual salary of $22,000 and no medical benefits in the county coroner's office. A part-time clerk's salary was decreased to $5,987 per year from $7,987. The chief deputy will earn $4,908 per year, and another deputy will be paid $4,500 per year. Both were previously paid $4,109 per year.
Increased the annual salary for a computer programmer/network specialist from $38,912 to $42,000.
Increased the salary for a clerk typist II in the county department of public safety from $20,876 per year to $24,000 per year.
Increased annual salaries for the county human resources director to $55,000 from $45,374 and the human resources administrative assistant to $24,000 from $21,891.
Eliminated one custodial worker position at an annual salary of $20,371 and created a maintenance II position with an annual salary of $23,429.
Increased the annual salary of the maintenance director from $43,309 to $47,600.
Increased the annual salary of a recycling/solid waste grants/environmental specialist from $27,705 to $29,500.
Eliminated one full-time secretary in the public defender's office and created a part-time secretary post at a pay rate of $9.76 per hour, for up to 20 hours, three days per week.
Also created a part-time paralegal position at $20 per hour at no more than 21 hours or three days per week.
Added a new full-time assistant public defender position, effective Feb. 1, at $38,667 per year. This is the fourth full-time public defender in the county.
Eliminated one full-time clerk typist earning $19,356 per year in county tax claim. Created a full-time bookkeeping position at $21,138 per year and increased the tax claim bureau director's salary to $36,500 per year.
Increased the Veterans Affairs director's salary to $35,290 per year from $33,900. Also adjusted the 2005 salary of the director from $32,000 to $33,900 for the months of May through December.
Increased the salary of the deputy county controller from $35,547 per year to $40,000 per year. Increased the annual salary for the deputy controller II from $27,852 to $32,000.
Created an office/case manager position in the district attorney's office at $26,000 per year plus benefits.
Eliminated one county detective position.
Increased the annual salary for the juvenile master from $28,524 to $33,524.
