Stabbing suspect's bond is reinstated

YOUNGSTOWN -- Bond has been reinstated for Ceil Scott, who's charged with attempted murder and felonious assault, and who was back in police custody recently for violating terms of her release.
Scott, 43, of Broadway Street, awaits trial in the 2004 stabbing of another woman.
Her $50,000 bond was revoked last week after she didn't take a drug test as ordered by her monitors at Turning Point Counseling Services, where she reports twice a week.
Atty. John B. Juhasz, Scott's court-appointed defender, told Judge Maureen A. Sweeney of Mahoning County Common Pleas Court Wednesday that Scott had asked for money from her account that Turning Point administers to give to her daughter and grandchildren for Christmas.
Drug testing
When Scott's request was denied, she became upset, Juhasz said. The monitor wanted her to take a drug test in case she was taking street drugs.
Scott refused, became depressed and voluntarily admitted herself to Forum Health Northside Medical Center on Christmas Eve, he said. Scott was back in the Mahoning County Jail last Thursday after Judge Sweeney revoked her bond.
Scott says she's only taking prescribed medication, Juhasz said. She is treated for a bipolar mental condition and anxiety attacks.
Scott is "comparatively stable" compared with May 2005, when she was found incompetent to assist in her defense, Juhasz said.
Scott was treated for mental illness at Northcoast Behavioral Healthcare System near Cleveland for a few months and officially restored to competency last September.
Scott has rented a home on the city's North Side that's big enough for her to share with other renters, Juhasz told the judge.
Scott's sister has said she will check on her and give her some money and clothing.
Scott also addressed Judge Sweeney, telling her that she and an acquaintance are going to collect scrap metal to make money.
The judge told Scott to comply with all conditions of her bond and to call her attorney if she has further problems.
Scott is due in Judge Sweeney's courtroom again Jan. 26 for a suppression hearing.
