MAN OF THE HOUR: Former Secretary of State Henry Kissinger will lead the independent panel that will examine the Sept. 11, 2001, terrorist attacks on the United States. He was a winner of the Nobel Peace Prize in 1973. President Bush wants to hear the panel's conclusions within 18 months.
